The objective of the Port Investment & PPP Course – taking place in Singapore on 8th - 10th March - is to provide participants with a thorough understanding of how Port and Terminal Projects are developed from Concept to Financial Close. The course is organised by Port Finance International, the leading online news portal and community for the latest developments in port investment and operations, and hosted by MTBS, the leading port and terminal strategy and transaction advisory.

Participants are provided with a step-by-step approach to prepare the most suitable Public Private Partnership structure, a Business Case, Concession Contract and a Financing Scheme.

The course will provide participants with an overview of a full-cycle port investment assessment. Steps in this assessment are connected to the relevant stages of port investments: Strategy Formulation, Project Valuation, Transaction Documents/Procedures and Investment Financing.

All course materials have been fully updated and recent and relevant industry case studies have been included.


The Port Investment & PPP course is developed as a tool for capacity building on three levels:

  • Corporate Level
    Managers and staff, members of public and private bodies involved in port and terminal developments (both entry level and mid-management)
  • Executive Level
    Executives (private) and policy makers (public) of ports in transition** Ports which are planning on involvement in port institutional reforms, including concessioning and privatisation
  • Academic Level
    University students, academic researches)

Event Programme

The course will provide participants with an overview of a full-cycle port investment assessment. Steps in this assessment are connected to the relevant stages of port investments: Strategy Formulation, Project Valuation, Transaction Documents/Procedures and Investment Financing. The positions of the relevant stakeholders in port- and terminal development are covered thoroughly, including Governments, Port Authorities, Terminal Operators, Shipping Lines, Equity Investors and Banks.

The training course provides participants with a complete overview of the overall cycle of port investment analyses.

Participants are provided with a step-by-step approach to prepare the most suitable Public Private Partnership structure, a Business Case, Concession Contract and a Financing Scheme.

Each training day will run from 10am-5pm - and all materials, refreshments and lunch are included in the course fee. There will be an (optional) course drinks on the second night. About us

About the trainers

Max Meijer is a senior consultant at MTBS. Mr. Meijer has worked on port development projects for public and private clients in Belgium, Bonaire, Bulgaria, Colombia, Curaçao, Egypt, Greece, Ireland, Maldives, Montenegro, the Netherlands and Pakistan. He has been involved in numerous port transaction projects. Among his specialties is the financial modelling of port developments which provides quantitative insights into tender processes, PPP structuring and funding arrangements. Mr. Meijer has gained significant experience in container, general cargo and cruise ports. Mr. Meijer has a background in teaching and training and has provided courses on port investments and port concession in Dubai, Ukraine and the Caribbean.

Victor Hugo van Leengoed, CFA, has been a manager at MTBS (Maritime & Transport Business Solutions B.V.) since 2009. He is an economist (MSc Erasmus University Rotterdam) and civil engineer (MSc Delft University of Technology). He spent seven years working at Royal Boskalis Westminster, a globally leading dredging, infrastructure and offshore contractor and a maritime service provider. As a Production Engineer, he obtained technical understanding of international infrastructure projects. As Manager Project Finance at the Treasury Department, he supported the implementation of international projects through arranging solutions with project finance, export finance, development aid, and payment security structures. At MTBS he has further developed his expertise in the fields of strategy, project and company valuation and PPP transaction implementation. His global experience includes port development projects of various sizes in Abu Dhabi, Australia, Belgium, Canada, Kenya, Tanzania, Maldives, Mozambique, The Netherlands, Nigeria, Poland, Seychelles, Slovenia, and South Africa. Clients include public and private port developers as well as International Financial Institutions and commercial banks. Moreover, he is a frequent lecturer and speaker for Master students and at conferences on topics related to Port Finance and Port PPP.

Ivan Chia is a partner in the International Corporate Group who is based in Singapore. He has worked on a wide range of international corporate and commercial transactions for clients across different industries in Asia, Europe and Africa. These transactions include infrastructure projects in the energy space as well as port infrastructure and floating offshore oil & gas projects. Ivan has been with WFW for 8 years. Offering high quality legal services in both English and Singaporean law, Watson Farley & Williams Asia Practice, in conjunction with Asia Practice, advises clients across Asia on finance, corporate and dispute resolution matters. The firm operates across a variety of industries, including maritime, oil & gas, commodities, energy and natural resources, real estate and aviation.

Nikita Baryshnikovis an Associate Director with Standard Chartered’s Project & Export Finance team in Singapore and has extensive experience in the financing of large-scale projects including container port and natural resources related terminals. Prior to his current role, he was an investment professional with IFC’s Asset Management Company (World Bank Group), a USD 6bn emerging markets private equity fund, where he worked on investments across a number of industries in Asia, Africa and Latin America. He started his career with Standard Chartered in Singapore and New York where he covered infrastructure, energy and natural resources financing and advisory mandates. Nikita holds a BSc in Economics from the School of Oriental and African Studies, University of London.
