The objective of the Port Investments & PPP Course is to provide participants with a thorough understanding of how port and terminal projects are developed from concept to financial close. The course is organised by Port Finance International, the leading online news portal and community for the latest developments in port investment and operations, and hosted by MTBS, the leading port and terminal strategy and transaction advisory.

The course will provide participants with an overview of a full-cycle port investment assessment. Steps in this assessment are connected to the relevant stages of port investments: Strategy Formulation, Project Valuation, Transaction Documents/Procedures and Investment Financing. The positions of the relevant stakeholders in port- and terminal development are covered thoroughly, including Governments, Port Authorities, Terminal Operators, Shipping Lines, Equity Investors and Banks.

About the trainers

 

Reinout Polders is Senior Consultant for MTBS and is specialized in the fields of port transactions, financial modeling, economic impact analysis, business case analysis, project finance and PPP structuring. He has gained experience through numerous port and shipping related projects executed in a large number of countries, including Canada, South Africa, Saudi Arabia, Nigeria, Kenya, Tanzania, Egypt, Georgia, Slovenia, Somaliland, Oman, Ireland and the UK. For public authorities and development banks, he has been involved in the preparation and implementation of various large port PPP projects. Also on behalf of private companies, he assisted clients in the preparation of their bids, with a focus on financial modeling services.

 

Victor Van Leengoed is manager at MTBS (Maritime & Transport Business Solutions B.V.). He has obtained Masters' Degrees both at the Erasmus University Rotterdam, International and Business Economics and at Delft University of Technology, Civil Engineering. Mr. Van Leengoed is a CFA candidate level 3. At MTBS he gained experience through various international port development projects in Australia, Kenya, Liberia, Maldives, Mozambique, Netherlands, Nigeria, Poland, Slovenia, South Africa. He has given lectures at Master level and at conferences on the topic of Port Finance and Port PPP. As Manager Project finance at the Treasury Department at Royal Boskalis Westminster, a leading global company operating in the dredging and earthmoving, maritime infrastructure and maritime services sectors, he has gained international experience in the fields of project finance, export finance, financing through grants, payment security structures and financial modelling. He has carried several projects towards financial close and he was responsible for all cash flow related matters (model, price escalation) in the winning bid for the EUR 1bn land reclamation and infrastructure construction of 'Tweede Maasvlakte' port project. As Production Engineer at the same company, he has obtained technical experience at various international infrastructure projects.


William Holme, Vice President, Shipping, Offshore & Logistics, DNB Bank
William graduated from Durham University in 2008 with a Bachelor Degree in History and now has 8 years corporate banking experience in the maritime and infrastructure sectors based in London, first at Banco Santander and for the last 6 years at DNB Bank ASA.
Initially he was focused on international ship finance, but more recently has worked exclusively on the financing of global maritime infrastructure in the form of deep-sea ports and terminals. Over the past few years William has played a role in multiple successfully completed transactions across a wide range of jurisdictions.
William is actively involved throughout the financing process, initially working with clients to create optimal financing structures to suit their needs and then throughout until execution. Historical transactions include both commercial bank debt and capital markets facilities, as well as numerous combinations of both.


Matthew Gore, Senior Associate, Holman Fenwick Willan LLP
Matthew focuses on transactional corporate and commercial law with a particular emphasis on the ports, transport and logistics sectors. He has experience of a wide range of high value international corporate and commercial transactions, including share acquisitions and disposals; business and asset transfers; corporate and operational joint ventures; sector specific corporate, commercial and regulatory advisory work; and commercial contracts. His high profile international port and terminal projects experience includes port development, privatisation, restructuring, concessions, management and operation extending to marine services agreements for towage, pilotage and other services. He works with global and international terminal operators, UK ports and stevedores, international government bodies and global towage operators. His previous industry experience with Maersk Line and Nedlloyd Lines in a variety of commercial and operational roles in the UK and Denmark gives him a first hand understanding of the ports, liner shipping and logistics industries.
